CPC for children’s backpacks

Children’s Backpacks designed or marketed primarily for children 12 and under are children’s products: they need third-party testing at a CPSC-accepted laboratory and a Children’s Product Certificate citing CPSIA lead/phthalates and children’s product rules; toy rules if play features included, plus tracking labels. The importer or US manufacturer issues the CPC — not the factory and not the lab.
