Which rules apply to children’s backpacks

The testing and certification path
Testing covers each accessible component group separately: webbing and fabric substrates, zipper pulls, printed or coated artwork, and plastic hardware. Character-branded or licensed backpacks are the classic enforcement target because imported components vary by production run.
Book testing at a laboratory that is CPSC-accepted for each rule, issue the CPC in your own name citing the rules your report supports, and keep the certificate with its test report for at least five years. Marketplaces ask for the pair, not the certificate alone.

Are school backpacks tested the same as preschool ones?
Age grading changes small-parts expectations, but lead and phthalate testing applies either way. The intended-age statement on the listing should match the testing assumptions.
Do printed logos need coating tests?
Printed artwork is a surface coating — part 1303 lead testing applies to prints, not just paints. Screen-printed logos are a standard test line item.
