CPC compliance for print-on-demand sellers

Print-on-demand children’s products (usually kids’ t-shirts and onesies) are still children’s products under the CPSIA: the lead content of inks, transfers, and garment materials matters, tracking labels apply, and a CPC citing flammability and lead rules is required. The complication in POD is that the blank garments and inks vary, so your compliance depends on your supplier chain.

The POD compliance chain

  • Blank garments: source blanks with CPSIA-compliant material documentation (most major blank suppliers provide kids’-product compliance documentation for their blanks).
  • Inks and transfers: lead-safe inks and transfer media, with supplier declarations.
  • The decoration process must not introduce non-compliant materials.

Certificates for POD listings

Marketplaces increasingly ask POD sellers for children’s product documentation. A certificate generated from your blank supplier’s material data and your ink declarations covers the garment you actually sell, and regenerating for a new design is free because the materials did not change.

Questions people ask

Does the platform (Printful, Printify) handle compliance?

Some platforms provide blank-garment compliance documentation, but the seller listing the children’s product carries the responsibility. Get the documentation in writing and file it with the certificate.

Do I need new testing for every design?

If the garment and ink system stay identical, a new print design generally does not change the material compliance. Keep the declarations that prove the inks are the same family.

What about glitter or special-effect transfers?

Special-effect media can change the material profile: treat new media as new materials and test or obtain declarations for them.
