RC and drone toys: two certificates, one workflow

Radio-controlled toys and kids’ drones sit at the intersection of two federal regimes: the FCC governs the radio and electronics (equipment authorization), and the CPSC governs product safety (the CPC, toy standard provisions, batteries). A children’s RC toy sold in the US typically needs both, plus lithium battery handling compliance. The generator produces the safety certificate; your radio module supplier provides the FCC documentation.

The FCC side

  • Intentional radiators (Bluetooth, 2.4GHz links): FCC equipment authorization via Supplier’s Declaration of Conformity or Certification, depending on the device class.
  • The radio module’s FCC ID: modular approval can carry over if the module is used unmodified.
  • Digital circuits above exemption limits need verification testing.

The CPSC side

  • The toy standard: mechanical and thermal provisions for RC toys, battery temperature testing, and charger safety provisions.

Questions people ask

Is FCC ID the same as a CPC?

No: FCC ID covers radio emissions under FCC rules; the CPC covers physical and chemical safety under CPSC rules. Electronic toys commonly need both filed together.

Do drones for adults need a CPC?

Only children’s products do. Racing drones marketed to adults are outside the CPC framework, though FAA drone rules apply separately to the aircraft itself.

What lithium battery rules apply to RC toys?

Lithium batteries in transport and packaging have UN 38.3 testing requirements for shipping, and the toy standard includes battery temperature and charging provisions. Coordinate with your freight forwarder for battery shipping documentation.
