Ride-on toys (push cars, trikes, electric ride-ons, scooters for young children) are certified like all toys under 16 CFR Part 1252 / ASTM F963-23, with heavier mechanical testing: stability, tip-over, strength, braking, and battery compartment security for electric versions. The mechanical testing that matters most

  • Stability and tip-over on flat and inclined surfaces, loaded to the maximum user weight.
  • Dynamic strength: pedals, handlebars, and frames under repeated loading.
  • Braking performance where brakes are fitted.
  • Battery compartments on electric ride-ons: locked, tool-required access for button and coin cells (Reese’s Law) and secured larger batteries.

Electric ride-ons have a second certificate

Many electric ride-ons also need FCC equipment authorization if they contain radio receivers or transmitters (remote controls), and battery chargers bring electrical safety considerations. Keep the FCC authorization, the CPC, and the test reports filed together.

Do kick scooters for older kids need a CPC?

Scooters marketed for children 12 and under are children’s products: their CPC cites the applicable testing. Products genuinely designed only for teens and adults follow different rules.

Are helmets covered by the toy standard?

No: children’s bicycle helmets have their own standard (16 CFR Part 1203). Helmets are separate certified products from the ride-on toy.

What user weight do I test to?

Follow the standard’s and your lab’s loading requirements for the stated age grade and maximum user weight, and label the limits clearly.
