Which rules apply to toy tools

The testing and certification path
Testing covers impact resistance (toy hammers take a beating by design), sharp-edge and sharp-point probes, handle strength, and small-parts review of screws, nails, and batteries in powered versions. Realistic tool styling attracts the same scrutiny as real tools — warnings and age grading must be honest.
Book testing at a laboratory that is CPSC-accepted for each rule, issue the CPC in your own name citing the rules your report supports, and keep the certificate with its test report for at least five years. Marketplaces ask for the pair, not the certificate alone.
Questions people ask
Do powered toy drills need anything extra?
Yes: battery compartments (coin cells especially) must meet battery-access security, and motorized parts add mechanical clauses. Non-powered sets avoid the electrical clauses.
Are toy workbenches graded differently from the tools?
