Which rules apply to baby activity gyms
- Baby activity gyms (play mats with hanging arches and toys) are child care articles: small-parts and pull testing on every hanging toy, lead and phthalates in fabrics and plastics, arch strength, and — the design duty — no positioning that suggests unsupervised sleep.
- CPSIA section 101 total lead content in accessible substrate materials.
- 16 CFR part 1303 lead in paint and surface coatings where painted or coated.
- CPSIA section 103 tracking labels: manufacturer, location, and date of manufacture on product and packaging.
The testing and certification path
Testing covers hanging-toy pull and torque (they must not separate), arch structural integrity, mat materials screening, and height/reach review so toys are reachable but not strangulation hazards. The marketing must position the gym for awake, supervised play.
Book testing at a laboratory that is CPSC-accepted for each rule, issue the CPC in your own name citing the rules your report supports, and keep the certificate with its test report for at least five years. Marketplaces ask for the pair, not the certificate alone.
Questions people ask
How strongly must hanging toys be attached?
To the standard’s pull and torque requirements — hanging toys are pulled on by design. A toy that separates becomes a small-parts and choking hazard.
Can the gym double as a sleep surface?
No: never market a play gym for sleep. Infant-sleep positioning on soft products is the enforcement area the CPSC has acted on repeatedly.
