Which rules apply to baby play mats
- Baby play mats and floor mats are child care articles: lead and phthalate screening on foam, fabric, and printed surfaces; flammability review; and design review so the mat supports supervised floor play without suffocation-style marketing.

The testing and certification path
Testing covers lead and formamide-style screening on foam mats (foam chemistry is the documented concern), phthalates and lead in printed surfaces and fabric covers, and flammability behavior. Foam puzzle mats are screened tile by tile — colorants vary.
Book testing at a laboratory that is CPSC-accepted for each rule, issue the CPC in your own name citing the rules your report supports, and keep the certificate with its test report for at least five years. Marketplaces ask for the pair, not the certificate alone.

Do foam play mats release harmful chemicals?
Foam chemistry (formamide in EVA mats, for example) is a documented concern some markets regulate — screen the foam and get supplier material declarations regardless of mandates.
Can I market the mat for tummy time?
Yes — awake, supervised tummy-time positioning is the appropriate claim. Sleep claims on infant support products are the enforcement red line.
