CPC for sand & beach toys

Sand & Beach Toys designed or marketed primarily for children 12 and under are children’s products: they need third-party testing at a CPSC-accepted laboratory and a Children’s Product Certificate citing toy standard, phthalates on soft plastics, lead, plus tracking labels. The importer or US manufacturer issues the CPC — not the factory and not the lab.

Rules sellers cite for sand toy

  • Sand toys are toys used outdoors; soft plastics and edges matter.
  • CPSIA Section 101 total lead content in accessible materials.
  • 16 CFR Part 1303 lead in paint and surface coatings where coated.
  • CPSIA Section 103 tracking labels on product and packaging.

Testing focus and certification

Phthalates in soft molds, structural integrity of buckets/shovels, and age grading.

Book a CPSC-accepted lab for the exact rules, then issue the CPC in your importer name citing the report. Keep certificate and report together for at least five years.
