CPC for yo-yos

Yo-Yos designed or marketed primarily for children 12 and under are children’s products: they need third-party testing at a CPSC-accepted laboratory and a Children’s Product Certificate citing toy standard; cord/strangulation considerations by design, plus tracking labels. The importer or US manufacturer issues the CPC — not the factory and not the lab.
