Why handmade and vintage sellers are not exempt
Etsy allows handmade and vintage items, but CPSIA obligations follow the product type, not the selling platform. A new children’s toy you make yourself is still a children’s product: it needs testing and a CPC. Vintage items (roughly 20 years or older) have some exemptions under CPSC rules, but recalled or banned items cannot be sold at all.
The short Etsy compliance workflow
- List every material in the product: wood, paint, fabric, hardware, stuffing.
- Test at a CPSC-accepted lab (or use compliant component test reports from your suppliers).
- Issue the CPC from the test data with the generator below and keep it on file.
- Add tracking information to the product and packaging (CPSIA Section 103).

Does Etsy ask for a CPC document?
Etsy can request compliance documentation for children’s categories, and US federal law requires the CPC regardless. Keep one on file per product so a marketplace request becomes a quick upload.
I only sell a few handmade items per month. Still required?
Yes. CPSIA applies to children’s products regardless of volume. Small-batch makers often share testing costs by testing one design thoroughly and certifying identical variants together.
Can I use my paint supplier’s safety certificate?
Component certificates help, but the finished product needs testing that covers the assembled item. Ask your lab whether component reports can reduce the scope (and cost) of finished-product testing.
