CPC for children’s rain boots

Children’s Rain Boots designed or marketed primarily for children 12 and under are children’s products: they need third-party testing at a CPSC-accepted laboratory and a Children’s Product Certificate citing CPSIA lead and phthalate rules and 16 CFR Part 1610 flammability where applicable, plus tracking labels. The importer or US manufacturer issues the CPC — not the factory and not the lab.
