Influencer and creator toy lines still require a US importer or manufacturer of record to issue the CPC after CPSC-accepted testing. Social reach does not waive CPSIA. License deals must assign who holds test reports, who certifies, and who responds to Amazon or CPSC — often the brand entity importing from the factory, not the influencer personally.
