A toy with an app is still a children’s product when marketed to kids: ASTM F963 mechanical and chemical testing, battery rules, and a CPC in the importer’s name. Radios need FCC compliance; cameras and microphones trigger privacy policy and COPPA questions on the app side — separate from but parallel to CPSC paperwork.
