Halloween costume import timeline

Children’s costumes need CPC with textile flammability (16 CFR Part 1610 or sleepwear rules if misclassified), lead in trims, and toy clauses on masks and props. Importing costumes in September without reports means missed Halloween revenue — book labs in May–June for new designs, earlier if capes include batteries or fiber-optic strands.
